Developed in partnership with the UK Government, it provides independent assessment of an organisation's leadership, culture and everyday practice against rigorous inclusion standards. The CIPR first achieved the standard in 2023, becoming the first professional body to hold it and the first organisation assessed on both its employed workforce and its volunteer community.

The 2026 reassessment placed the CIPR in the upper quartile of organisations assessed under the framework, with an overall score of 115 out of 150 and 22 of the 30 competencies met. The CIPR passed first time, something fewer than one in ten organisations achieve. Assessors identified improvement in its maturity rating since the last cycle and particular strengths in governance, accountability and strategic oversight; stakeholder insight and evidence-led decision-making; and inclusive recruitment and volunteer engagement.

Alongside its reaccreditation, the Institute has launched its updated EDI strategy covering 2026 to 2029. The strategy sets a clear expectation of the whole profession. It moves inclusive practice from something the CIPR champions to something it expects of every practitioner, treating it as a core part of what it means to be a competent and ethical public relations professional. The new strategy aligns the CIPR’s EDI work with its five-year priorities and details key areas of focus informed by the Institute’s 2025 member survey and other research into barriers to participation, progression and belonging in PR. It required months of concerted and sustained effort right across the organisation. It is also a standard of continuous improvement. The work doesn't stop here and we will be expected to show progress in three years at the time of the next assessment.Receiving external accreditation is the only credible way we can show we are serious about our approach to diversity and inclusion. It demonstrates that we are now beyond ad-hoc initiatives and pledges and, instead, have worked on embedding systemic changes for the long-term success and sustainability of the CIPR and ultimately the wider PR profession. Working towards the NES has certainly been worthwhile and I want to thank all the CIPR staff, our volunteers, and the NES team who helped us with this achievement.</pp:quotetext>

This is not just about gender and ethnicity - it’s also about where people come from, because place matters and is a decisive factor in identity and outlook. The danger is that this has an unseen impact on the perspectives presented by that communication, failing to provide a full picture and risking its own form of exclusion.</pp:quotetext>

Founded in 1948, the Chartered Institute of Public Relations (CIPR) is the world's only Royal Chartered professional body for public relations practitioners with nearly 10,000 members.

The CIPR advances professionalism in public relations by making its members accountable to their employers and the public through a code of conduct and searchable public register, setting standards through training, qualifications, awards and the production of best practice and skills guidance, facilitating Continuing Professional Development (CPD), and awarding Chartered Public Relations Practitioner status (Chart.PR).

</pp:boilerplate>

A new research report published today by the Chartered Institute of Public Relations (CIPR) finds a public relations industry in which BAME practitioners tell of racism, microaggressions and unconscious biases faced, and having to work within an inflexible culture that denies them opportunities and fair progression.

The report - ‘Race in PR: BAME lived experiences in the UK PR industry’ (below) - is calling on senior PR business leaders to take these findings seriously and work to change practices and cultures to “unleash talent and create a fair and equal workplace for all”.

The research follows the career journey of 17 BAME practitioners and highlights a worrying set of common experiences; a profession in which BAME practitioners speak of being afraid to make mistakes, of being unable to be their true selves, of having to work harder for fewer opportunities and of the racism they experience. They speak of being judged to a different standard to their white colleagues and of a lack of support when they speak up; ultimately making individuals question their ability to sustain a career in PR.

Data from CIPR’s State of the Profession reports over the last few years shows a profession that is becoming less diverse despite many in the industry apparently supportive of a more diverse PR workforce. This report goes some way to explaining why retention of BAME professionals is such a challenge for PR, with many practitioners choosing to leave the profession or become independent or freelance practitioners.

The CIPR has also published a supporting Q&A to go alongside the report, detailing the CIPR’s work in this area and how the Institute intends to progress its diversity and inclusion work (download here).

Relaunch of CIPR’s Diversity and Inclusion Network

Publication of the report coincides with the relaunch of CIPR’s Diversity and Inclusion Network. The existing volunteer team working on diversity and inclusion is to become a member-wide group enabling members from across the CIPR community to become more actively involved in D&I matters, network, and work together to make a difference. The Network will soon be surveying members on the future direction of its work.

The Blueprint Commitments

The report includes details of The Blueprint - a brand new programme launched today by BME PR Pros and welcomed by the CIPR. I'm pleased we're able to share these stories and I'm pleased with the work that has gone in to making our response a robust one. But I'm not proud of this report. None of us reading this should be. Although we never intended to publish this at a time when the very issue we are focusing on is now a global discussion, it's important that our profession acknowledges our own responsibilities and moves towards a position of fairness and inclusiveness where we can feel confident to call out racism before others need to call out for help. I hope this report plays its part in that important conversation. More than that, I hope that conversation moves us beyond words and into action.</pp:quotetext>

It is now time for senior leaders to own this problem, to realise it is their responsibility to change our profession. Inaction is to ignore and deny - and is unacceptable. There will be no change unless leaders build an inclusive culture that retains, celebrates and promotes professionals from diverse backgrounds.

And yet, despite the inequalities, nearly all those we spoke to would recommend working in PR. We should take hope from this and know, that by addressing issues of diversity and inclusion, we would have a profession in which all practitioners could access exciting and rewarding careers. Our new membership group will ensure we continue this conversation at a time when the issue of diversity in society and how organisations respond is, rightly, in the spotlight.</pp:quotetext>

We are a sector full of people that want to talk about diversity but don’t ever want to discuss or engage with racism or racial inequality. That don’t ever want to ask why in 2020 an industry with so many agencies and organisations based in cities as ethnically diverse as London, Leeds, Manchester and Birmingham, can be 92% white and why the number of ethnic minorities has declined over the years. </pp:boilerplate>

Sixty-nine per cent of FTSE 250 companies have no ethnic diversity representation at board level, a new report out today shows. A progress report by The Parker Review Committee - established to review how to improve the ethnic and cultural diversity of UK boards - points to poor practices embedded within company cultures as "not actively encouraging talented minority executives and non-executives to choose roles in our businesses."

The report, whilst highlighting concerns with "familiar and traditional recruitment processes", calls on businesses to refuse to accept "the headhunters' excuse that 'the candidates just aren't there'". Instead it recommends businesses support existing staff through regular reporting on the ethnic diversity of their boards, on policies and activities to increase board diversity and on developing ethnic minority leaders and senior managers.

These findings support research CIPR will soon publish into lived experiences of BAME practitioners in public relations. The research - due in March - finds that the main challenge in addressing the lack of diversity in the profession is not in attracting diverse talent, but in retaining that talent.

The Parker Report does point to progress being made. In 2017, when it was fist published, 51 of the FTSE 100 companies had no ethnic representation on their boards. It was established to ensure businesses better reflect the communities our businesses serve nationally and internationally - in line with CIPR's vision. Although progress has been made over the last three years, this progress is too slow. The review points to complacency and a lack of action - in 2020 this is simply not acceptable.

I'm pleased the focus of the review highlights the cultural practices of businesses as a significant factor in failing to address the diversity gap at the top table. Our research comes to similar conclusions and, through the stories of practitioners, should shock the profession. The message is simple - the call to action is on every one of us but, as far as businesses are concerned - whatever their size, change must come from the top.</pp:quotetext>
