Just shy of two-fifths say taking a clear public position has strengthened their organisation’s reputation.

Private sector practitioners (63%) are the most likely to report that their organisations are more cautious on taking public positions on issues, while not for profit practitioners (39%) are the least and are more likely to say taking positions has strengthened reputation. Fewer than half of respondents work in organisations with any form of policy or guidance on handling controversial or polarising issues.

The report provides industry-leading insights into the public relations profession following a survey of 738 PR professionals on a range of topics including working hours, industry challenges, activities most commonly undertaken, the use of AI, and the impact of polarisation and controversial topics on the profession.

Other key findings include:

Average full-time income has risen to £64,817, the highest recorded in the State of the Profession series and 22% above the 2024 figure. Remaining silent can feel like a statement while speaking out can create division both within and outside an organisation. At the heart of this are PR professionals, supporting organisations to understand the context, opportunities, and risks of taking a public position while balancing the expectations of increasingly vocal employees, customers, and stakeholders. This is a critical responsibility for our profession. Our role is more than just helping leaders to find the right words, but to help them understand when they should speak, what they can credibly say, who needs to hear it, and what responsibility comes with using their voice.</pp:quotetext>

Developed in partnership with the UK Government, it provides independent assessment of an organisation's leadership, culture and everyday practice against rigorous inclusion standards. The CIPR first achieved the standard in 2023, becoming the first professional body to hold it and the first organisation assessed on both its employed workforce and its volunteer community.

The 2026 reassessment placed the CIPR in the upper quartile of organisations assessed under the framework, with an overall score of 115 out of 150 and 22 of the 30 competencies met. The CIPR passed first time, something fewer than one in ten organisations achieve. Assessors identified improvement in its maturity rating since the last cycle and particular strengths in governance, accountability and strategic oversight; stakeholder insight and evidence-led decision-making; and inclusive recruitment and volunteer engagement.

Alongside its reaccreditation, the Institute has launched its updated EDI strategy covering 2026 to 2029. The strategy sets a clear expectation of the whole profession. It moves inclusive practice from something the CIPR champions to something it expects of every practitioner, treating it as a core part of what it means to be a competent and ethical public relations professional. The new strategy aligns the CIPR’s EDI work with its five-year priorities and details key areas of focus informed by the Institute’s 2025 member survey and other research into barriers to participation, progression and belonging in PR. This includes:

socio-economic background and class;

age;

ethnicity and race;

neurodiversity and cognitive differences;

and disability

Find out more about the National Equality Standard

Find out more about the CIPR's Equity, Diversity and Inclusion Strategy

<pp:quotes><pp:quote>

Good public relations begins with understanding people, and in an increasingly diverse society, that understanding doesn't happen by accident. It takes deliberate, ongoing development, and practitioners who invest in that continued learning produce better work that genuinely connects with the people they're trying to reach.Delivering more inclusive communications benefits individual practitioners, the organisations and clients they work for, and the profession's reputation more broadly. Through 44 semi-structured interviews with PR professionals across different age groups, sectors, and seniority levels, the study examines how age-related bias manifests in workplace culture, recruitment and retention practices, and attitudes towards older professionals.

The research reveals a range of experiences of age-related bias. Participants described being subjected to age-based comments, excluded from meetings and campaigns, stereotyped as less creative or digitally capable than younger colleagues despite their experience and expertise, and facing assumptions that limited their opportunities.

The research also highlights the intersection of ageism with gender discrimination, noting that women face compounded challenges as they age within the profession, often being excluded from leadership opportunities and facing greater barriers to progression and fair treatment.

To address these issues, the report presents recommendations for creating more age-inclusive workplace cultures, including reforming HR policies and recruitment practices to avoid cementing age bias, implementing flexible working arrangements, and fostering intergenerational collaboration across the industry.

The study is accompanied by a practical checklist for employers, line managers, and individuals, developed with the Centre for Ageing Better, providing starting points for developing age-friendly cultures in PR organisations. The checklist is part of a more comprehensive Age-friendly culture toolkit aimed at large and small employers developed by the Centre.

Download the <a href="https://An age-old problem: What can we do to tackle ageism in PR? <pp:quotetext>This research underlines how the PR industry undervalues and excludes experienced professionals. It found people no longer feel welcome in an industry where they've worked for years simply because of their age. We're seeing talented older practitioners stereotyped as less creative or digitally capable, despite their expertise. This should concern us all of us – ageing is something we all face and is an increasingly important issue for the profession in the context of Britain’s ageing population – more of us will be working for longer, what does the industry need to do to adapt to this? We talk a lot about the need for greater diversity and the value this can bring to an organisation, and this conversation must include challenging our own assumptions about age and capability. I hope the response to these findings is to see the introduction of practical changes. Previous research has done a lot to shine a light on the existence of ageism in the profession, and this report aims to deepens our understanding of the contributory factors that are at play and the impact they have on talented, skilled professionals. </pp:quotetext>

It finds female practitioners who succeed in senior roles do so despite these barriers, developing "creative workarounds" to sustain careers within public relations practice.

Sponsored by the Chartered Institute of Public Relations (CIPR) Research Fund, The Missing Women Study builds on the CIPR's 2024 PR Population report findings. It reported that women make up two-thirds of practitioners working in public relations below director level but under half of those working in senior roles. This new report combines a literature review, survey data from more than 230 respondents, and interviews with 30 women to pinpoint interconnected cultural, structural, and societal barriers that impede women's progress in the profession. The research identified:

Systemic Barriers: A "boys' club" mentality, devaluation of public relations work, limited development pathways, and societal caregiving expectations as key factors driving women out of the profession. Over half of survey respondents felt they did not have equal opportunities for advancement compared to male colleagues.

Work-Life Challenges: The unsustainable, "always on" culture and lack of flexible working arrangements disproportionately affect women with caring responsibilities. Burnout was highlighted as the biggest career challenge, identified by over half of survey respondents.

Strategic Career Choices: Women who succeed often employ "workarounds" by strategically managing their careers, choosing progressive employers, and investing in professional growth. However, these strategies often require significant compromises between career advancement and worklife balance.

A Rewarding Career: Despite these challenges, the majority of women surveyed see public relations as a rewarding career. It is based on in-depth interviews with a diverse group of PR practitioners, based on the criteria that neither parent or main caregivers went to university and whose family received tax credits or were entitled to free school meals. Two toolkits have been published alongside the research.

The report reveals that participants from lower socio-economic backgrounds perceive a heightened understanding of the priorities of communities with higher levels of deprivation as well as a deeper connection with "average" members of the public. Notably, participants spoke of their enhanced resourcefulness, resilience, and proficiency in constructing messages in clear and relatable language.

However, the research also found significant barriers to entry to and progression within the PR profession for practitioners from lower socio-economic backgrounds, with particular characteristics of the industry making it feel impenetrable. Those who do make it into the profession find they lack a full sense of belonging with many reporting having to expend additional energy on code-switching between environments.

All those interviewed raised the issue of barriers imposed by practical financial constraints, including anxiety about covering expenses for clients and investing in professional development. Nine in ten of those surveyed believe it was harder for them to progress in their PR careers compared to their peers from more affluent backgrounds. Despite these challenges, practitioners found they provided an ability to overcome obstacles and leverage their unique perspectives for the benefit of their practice.

Two accompanying toolkits have been published alongside the research. The first serves as a ‘one-stop shop’ for PR practitioners from lower socio-economic backgrounds to access resources on navigating recruitment, accessing mentoring programmes and networking, and wider support organisations. <pp:quotetext>The BME Reverse Mentoring Scheme was created as we strongly believed that senior leaders needed to take responsibility for creating fairer, more diverse workplaces, but to do this they needed to appreciate the realities of being a person of colour in the UK PR industry. Our pilot programme has shown that mentoring partnerships can result in valuable, honest conversations about the challenges, both personal and cultural, faced by those from minority backgrounds.Critically, the scheme is not only building understanding but also shaping positive action. Mentees have already used their learnings to inform the D&I initiatives in their organisations to improve inclusiveness and representation. I want to thank all those who took part in this year’s scheme, and I’m now excited to welcome mentor and mentee applications from those who are fully committed to making real DE&I change happen in the comms industry.</pp:quotetext>
